Can someone explain to me how liberal dominated Wisconsin cities were able to negotiate in 48hrs. new teacher?

contracts? It's not like the contracts were due to be re-negotiated. Who do the school boards represent? Sounds like the Union. Certainly not the public. I mean they could give contracts to the individual teachers as lucrative as they like without the union kickback. Why rush it thru to protect a now near defunct group of thugs?
