I don't understand what this guy is doing! (guys)?

he asked for my number at a kickback. He was kinda drunk but we had talked before because we are both music majors and I had been getting to know him. He said he was getting weed the next week and would smoke me out so he would text me next week. We have a class together and we didn't talk but then the next week he texted me to hang but I couldn't. The next day he didn't text me even though he said he would and then the next day he did text me to go to a house party he was at but my foot was broken. He said he had crutches but then he couldn't find them so I couldn't go. I've tried to text him to just make conversation but he doesn't seem to get very into it for very long. I don't get it. He semi acts like he wants to hang out with me... and please guys don't say he just wants sex, because I know him well enough to know he is not one of those guys. But I still don't understand what he wants from me. He's a little bit awkward and shy from my experience talking to him... but yeah idk.
